Should I go to South Padre Island or Panama City Beach?

Well, spring break is upon us in only a couple short months, so I am going to be responsible and try to prepare early. I need help deciding on a destination though. I have been to Padre twice, and it absolutely rocked, but I heard that PCB was nuts too. People recommend PCB, but I would hate to go and make the wrong decision. Please structure your answers with the obvious facts in mind (best party spots, hottie ratio, best hotels). Thanks.
