What do I do about my out of control daughter?

My daughter Amber has always been a free spirit and she likes to do things her own way but this time I think she has taken it too far. My daughter met a guy while she was visiting England and she thinks she fell in love. We sent her over there on her 18th birthday for a 2 week trip, she ended up staying for 2 months! Just for this boy! And since she only had enough money to spend on 2 weeks in a hotel she had to of stayed with him. He has totally taken my daughter away from me and has turned her into something I don't like! She was a nice preacher's daughter! Sure she had a wild side but it was never this bad until she met Charlie! Now she has 3 tattoos and she dropped out of college. And he can't even take care of her properly! He is dumb as a board and he dropped out of high school!!! He is a musician so money isn't good and he is trash! Yeah yeah he can afford a house bills and stuff but what about other things? He is constantly gone and I don't think it's right! She totally uprooted her life and moved to London 2 years ago now. When she moved she had no job, no money, and no degree cause she didn't complete her cles! And again Charlie was just a musician at the time and he still is now. Thankfully my daughter finally got a job. But she is just working as a bartender! Now they are getting married and I am not happy.. All my friends said I'm being to harsh but I think this boy has ruined my daughters life! How can he take care of her? She swears she is in love with this boy but she is only 24! What could she know about love?
