How do I collect money from an agent who frauded me?

I own a life insurance agency. I am the mangerial general agent and I have agents who sell for me. One agent didn't have good credit, so the company we sell for refused to offer her advanced commission. She would have received a year's premium in monthly installments. Since I am the MGA, I am entitled to get advanced commission for the entire year, so I allowed her to put her clients in my name so I would get the advanced commission on her behalf, and then give her the money, and she would make monthly installments for me. Well, it turned out that she lied to her clients and told them to just pay for one month or two months and then let the policies lapse. So, she got the money, and $10,000 of commission that was advanced to her through me was then charged back to my account by the home office because the policies lapsed within two months. Now I am out $10,000 and she is no longer coming to the office and not answering her phone. Is this considered fraud on her part and how would I go about getting my money back?
