Why does so much art suck?

Honestly, it seems to be all about the name of the Artist. I mean, some famous person can throw crap on a stick and sell it for a million bux, but if an ordinary person does it, it's garbage. So, who decides who is an artist, and who isn't? Much of what I've seen could be replicated by drunken school-children.
